Tips:
-Make your sewing seems extra strong by sewing several passes.
-Use strong fabric. :

Tools and materials:
-Sewing machine or needle and thread (You can always have your mom do your sewing for you)
-10.5x7inch piece or sturdy fabric (a towel or canvas works pretty good)
-13' of bungee cord (Available at most hardware stores, sold by the foot)

Steps:
1. First you have to sew the pocket that the balloon will sit in.

2. Fold the fabric on the blue lines and sew line "a" to line "b" and "c" to line "d". (See illustration below)

3. Fold the fabric on the green line and sew line "a" to line "b' and "c" to line "d". (See illustration below)

4. The pocket should look like this. (See pic below)

5. Fold the Bungee cord in half and thread each end through the tubs on the sides of the pocket. (See pic below)

6. Tie the tow loose ends together tightly. (See pic below)

7. Go launch some balloons.

Operation:
1. You need two buddies. If you don't have two buddies, just ask two strangers to help you out. Most people will jump to the opportunity to launch water balloons at just about anything.
2. Have your two friends stand about 4 feet apart with their backs two each other.
3. Have each friend hold one end of the launcher with both hands above there heads.
4. Put a balloon in the pouch (balloons should be from bass-ball to grape fruit size).
5. Grasp the pouch with two hands. Put one hand on the top and one hand on bottom. You should now be pulling back on the two parts of the pouch where the bungee goes through (so you are actually pulling on the bungee).
6. Have your friends pull out as you pull back firmly (don't hold back, this bungee cord can hold a few hundred pounds).
7. You friends should continue to pull out as you LET GO!

Warning!:
-Be careful, if you launch incorrectly, the balloon may stay in the pouch and dislodge during the rebound of the bungee, thus the balloon will fly directly at you, which could cause bodily injury.
-Do not launch water balloons at people. A water balloon traveling at high velocity can knock someone unconscious, or even break bones.
-Busted balloons can be a chocking hazard for animals and small children. If you launch in a public place please pickup after yourself.
